The Football Federation of Macedonia, together with the other UEFA member national associations, supports the introduction of Clear Line<\/strong>, a new platform created to provide greater clarity, consistency and transparency in understanding and applying refereeing decisions in European football.<\/p>\n

Clear Line is a single European guide to refereeing decisions through which, for the first time in one place and with open access, the public can gain insight into the same expert guidelines provided to referees and video assistant referees (VAR).<\/p>\n

The platform explains how the Laws of the Game should be interpreted, exactly what the referee should assess in a particular situation, and when VAR should\u2014and should not\u2014intervene.<\/p>\n

One of the most common questions after controversial or complex situations in football matches is not only what decision the referee made<\/em>, but above all, why that particular decision was made<\/strong>.<\/p>\n

The same situation is often interpreted differently by fans, players, coaches, the media, and even former referees and expert commentators. The reason is very often that the criteria and expert logic on which a particular refereeing decision is based are not sufficiently known to the wider public.<\/p>\n

That very gap between the decision itself and the explanation of how and why it was made<\/strong> is one of the main reasons for the creation of Clear Line. Through the platform, UEFA wants expert refereeing interpretation to be available in one place, in a clear and understandable way.<\/p>\n

The aim is not to eliminate every discussion about refereeing, nor is it possible for every football situation to be identical, but rather to establish a common reference point from which referees, clubs, players, coaches, the media and fans can proceed.<\/p>\n

In its initial phase, Clear Line contains more than 150 specific refereeing situations<\/strong>, addressed through video materials and visual explanations.<\/p>\n

Each situation explains:<\/p>\n

\u2013 what the referee should have assessed;<\/p>\n

\u2013 which decision was made;<\/p>\n

\u2013 why that decision was made;<\/p>\n

\u2013 how the specific Law of the Game is applied;<\/p>\n

\u2013 whether the situation falls within the VAR protocol;<\/p>\n

\u2013 when VAR should intervene;<\/p>\n

\u2013 and, equally importantly, when VAR should not intervene<\/strong>.<\/p>\n

Users can review different categories of situations, from handball and offside to fouls, serious foul play and other complex and frequently debated refereeing situations.<\/p>\n

In this way, instead of multiple different interpretations of the same or a similar situation, European football gains a single common expert reference<\/strong> with regard to refereeing and the assessment criteria applied by referees. The guidelines represent a common reference framework, supported by the senior refereeing officials in all 55 UEFA member national associations.<\/p>\n

A particular focus on the correct use of VAR<\/h3>\n

One of Clear Line\u2019s particularly important messages concerns a proper understanding of VAR\u2019s role.<\/p>\n

The platform does not expand the scope of VAR or create an expectation that VAR should become involved in every debatable situation<\/strong>. On the contrary, Clear Line further confirms the fundamental principle of the VAR protocol \u2013 that video technology should be used to correct clear and obvious errors<\/strong>, within the situations covered by the protocol.<\/p>\n

This is particularly important for a better understanding of the difference between:<\/p>\n

\u2013 a refereeing decision with which someone may disagree<\/strong>, and<\/p>\n

\u2013 a clear and obvious error requiring VAR intervention.<\/strong><\/p>\n

A better understanding of this distinction reduces unrealistic expectations that every disputed decision must automatically be subject to VAR intervention.<\/p>\n

It is important to emphasize that Clear Line does not represent a new application of the Laws, a new protocol or any other set of regulations, nor does it change the Laws of the Game<\/strong>. The IFAB remains responsible for the Laws of the Game.<\/p>\n

Clear Line is an expert guide that helps explain how those rules should be interpreted and applied in specific match situations<\/strong>.<\/p>\n

The platform should also not be understood as a service through which every decision from each round or match played will be additionally analyzed. Its purpose is not to provide weekly commentary on refereeing decisions, but to create and continuously develop a database of reference situations and criteria<\/strong>.<\/p>\n

The primary objective is greater consistency in refereeing decisions and a shared understanding of the criteria on which they are based<\/strong>.<\/p>\n

At the same time, the platform also has a significant educational role. It is intended not only for referees and VAR officials, but is available to players, coaches, clubs, referees, referee instructors, referee assessors, the media, television commentators, football analysts, fans and the entire interested public.<\/p>\n

In this way, all those who participate in or follow football will have the opportunity to base their views on the same criteria and expert explanations, rather than on different or informal interpretations.<\/p>\n

The greater the understanding of how refereeing decisions are made<\/strong>, the greater the possibility of increasing trust in the refereeing process and support for the referees who make those decisions.<\/p>\n

Clear Line and Macedonian football<\/h3>\n

The Football Federation of Macedonia will use Clear Line as an important expert reference in its work with referees, VAR and AVAR officials, instructors and referee assessors.<\/p>\n

At the same time, the platform represents a significant resource for clubs, coaches and players, as it provides direct insight into the criteria according to which referees are educated and assessed.<\/p>\n

For FFM, the introduction of Clear Line is a continuation of its commitment to greater education, transparency and unified interpretation of the Laws of the Game<\/strong>, as well as the proper and controlled application of VAR technology and the protocol.<\/p>\n

It is particularly important for all stakeholders in domestic football \u2013 referees, clubs, players, coaches, media and fans \u2013 to gradually develop a common language when discussing refereeing decisions<\/strong>.<\/p>\n

The aim is not for everyone to always agree with every decision. The aim is for everyone to know what the criterion is, what the Laws provide for and what the professional basis is on which the referee or VAR makes their decision.<\/strong><\/p>\n

\u201eWith Clear Line, we are gaining something that football has needed for a long time: the opportunity for the criteria according to which refereeing decisions are made to be available not only to referees, but also to clubs, players, coaches, the media and fans. In this way, discussions about refereeing can increasingly be based on the Laws and official professional criteria, and less and less on subjective interpretations,\u201c Dejan Jakimovski, quoted by FFM, said Dejan Jakimovski, <\/strong>VAR project leader and member of the Refereeing Committee.<\/p>\n<\/blockquote>\n

The Commissioner for referee appointments and member of the Refereeing Committee, in a statement to FFM, stressed:<\/p>\n

\u201eIt is particularly significant for us that this is a common European reference point. The same principles according to which we educate our referees and VAR officials will now also be available to the wider football public. We believe that greater knowledge and understanding bring greater consistency, as well as greater confidence in refereeing.\u201c<\/p>\n<\/blockquote>\n

Clear Line is not a closed database of situations. The platform has been created so that, over time, it can be expanded with new examples whenever situations arise in European football that require further clarification or the unification of criteria.<\/p>\n
